Power System Dispatch Operations Solution

One of the prime mechanisms devised by the electricity regulatory commission to ensure that the objectives of Availability, Affordability, and Grid Discipline are met is the Availability Based Tariff (ABT) mechanism. Under the ABT regime, every Load Dispatch Center requires a real time monitoring and control of Unscheduled Interchanges (UI) to restrict state’s drawl and further record and process the data in respect to the power (online data) and energy interchanges (offline / stored data) taking place in real-time at its electrical boundary points / interfaces with neighboring state utilities, state Discoms, Generation and Energy Sent Out (ESO) of state Generators, CPPs / IPPs. An interface output for the UI energy monitoring data at boundary metering points on real time basis, should also be provided for the upcoming control centre of Discoms / Gencoms.

Scheduling and energy accounting process for a Load Dispatch Center is very complex due to injection at various voltages (renewable energy, CPPs and IPPs, mini and microhydels), power withdrawal at various voltages (HT, LT), Inter and Intra state Open Access generators and consumers, multiple power purchase agreements. GOC Group’s IT enabling Implementation of Intra state ABT regulations, enables the Load Dispatch Centres, to conduct business effectively and fulfill set objectives in the ABT regime.

GOC Group’s solution for Dispatch Operations of power systems help the LDC to monitor in real time the energy exchange points and parameters of the different stake-holders in the system. The LDC acts as the interface between the different generating entities like State Genco’s, IPPs, CPPs and distribution entities like DISCOMS, OA customers. Special Energy Meters (SEMs) that are ABT compliant, are placed at the grid interface points within the region. The data from these meters are collected through an automated meter reading system consisting of GOC Group Grid metering system. The system collects the data from these meters through SYNC Substation Data concentrators and sends it to SYNC Meter Data Acquisition at the control center. The ABT software at the control center, GOC Group ELTRIX, acquires the metering data from the MDAS at scheduled intervals. The required scheduling, reporting and energy accounting functions are carried out by ELTRIX within the regulatory constraints. The ABT software can further be integrated with the SCADA / EMS systems to carry out a smooth power system dispatch operation for the LDC.

Following are the key functions carried out by GOC Group DOPS system:

  • System Parameter Monitoring

ABT meters are installed at interface points (both generation and distribution) of the transmission system. For all monitoring and financial purposes, data from meters at interface points are used. Real time data of instantaneous parameters like frequency, active power, reactive power, phases of current; 15 minute block data and load survey for active and reactive energy in for the state; and online information on system parameters (like Hz, KW, KVA, V, I).

  • Energy Scheduling

Merit order dispatch mechanism shall be followed where the least priced generating station shall have the highest merit. The output shall be Dispatch Schedule of generating stations, intrastate power withdrawal schedule of distribution companies, interstate power withdrawal requirement of state, interstate power withdrawal schedules of distribution companies, open access schedules, and power exchange schedules (open access and power exchange schedules are to be aggregated with PPA schedules with respect to the interface points / utilities. Authenticated user shall certify the schedules as implemented.

Based on energy schedules, Power Purchase Agreements (PPA), regulations like gaming constraints and entitlements, balancing and settlement mechanism; the energy injected, energy drawn and losses with respect to constituents shall be accounted. The output is generally the State Energy Account. Provision for certifying the prepared State energy account as the Implemented State Energy Account shall be available. The certification will be made by authenticated user of SLDC or State power committee. In addition to the XLS format, the State Energy Account shall be published in CIM XML so that any third party system like SLDC website or RLDC’s or Constituent’s software system can integrate into their solution.

  • Transmission and Congestion Charges

Intrastate transmission charges and Intrastate Congestions charges calculation and balancing and settlement with respect to Interstate transmission charges shall be prepared based on applicable CERC and State ERC regulations.

  • Wind and Solar Regulations

Regulations specified under wind/ solar energy as per the CERC / State ERC regulations shall be incorporated. Renewable energy certificates and corresponding mechanism shall be adhered too.

  • Energy Analysis

The transmission system shall be modeled and energy analysis will be performed. The output of the analysis shall be Total Transmission Capacity, Available Transmission Capacity, Transmission loss in operational (substation, voltage levels, and feeders/line) and administrative levels. The Energy Analysis functions will be carried out by GOC Group ’s PowerApps software.

  • Open Access Approval Process

Open Access applications and approval mechanism will be automated. The Process envisaged in OA regulations shall be adhered to. Flexibility will also be provided in terms of manual updation required.

  • Reporting

The system shall provide web based reporting tool. LDC user shall be able to prepare custom reports using the tool. Export option to xls, csv, pdf and xml formats shall be provided. The vendor during detailed engineering shall prepare predefined reports’ formats based on discussion with SLDC. These predefined reports shall be a deliverable item. The authenticated users in the web shall be able to generate reports based on query, say date range, utility ID. Reports shall be both in graphical and tabular formats.

  • Interface with SCADA / DCS and  Billing Software

The solution shall be able to interface with SCADA / DCS to collect or publish data as per requirements. It is preferred to send data to SCADA / DCS in ICCP format. List of data to be collected from SCADA / DCS and list of data to be published to SCADA / DCS shall be finalized during detailed engineering Select data and reports from the solution shall be provided to third party website provider enabling him to publish that data in SLDC website. The format of data to be provided shall be CIM / XML.
